Notification to Changes in Sea Cargo Manifest for Import, Export & Transshipment effective from August 1st 2018.

Dear Valued Customers, We wish to bring to your notice Change in India with regard to Sea Cargo Manifest and Transshipment as per the Central Board of Indirect Taxes and Customs (CBIT) Notification No. 38 / 2018 Customs (N.T.) Sea Cargo Manifest and Transshipment Regulations Changes 2018, will become effective as of August 01, 2018.
According to notification It is a mandate for all Shipping Lines to adhere and strictly comply with the timelines and requirements for Cargo Manifestation for Imports and Exports to and from India as well as Transshipment made via Indian ports.

Key Points to this notification:- 
*Imports – ( Cargo arriving into India) -IGM Shipping lines need to submit the Import Cargo Manifest details to India Customs PRIOR to sailing of vessel from last port of departure, for Cargo arriving into India prior vessel calling Indian Ports. This will be applicable to all cargoes to be be discharged at any port in India or are discharged for transshipment at any of the ports in India. 
*Exports - (Cargo departure from India)- EGM Shipping Lines are required to submit the Export Cargo Manifest details to India Customs PRIOR to sailing of vessel from Indian Port of Loading. This will be applicable for all cargoes which are loaded on a vessel prior to departure from Indian Ports.
 *Customer Requirements - As the above regulations have enforced, from customers point of view all customers are required to mandatory submit Customs Endorsed Shipping bill with LET EXPORT DATE ( LEO) to Shipping Line 48 hours prior vessel arrival into Indian export Port of Loading (POL). Customs endorsed LEO Shipping bills for ICD containers are to be handed over 24 hours prior to containers loading on Truck /Rail for connectivity at departure terminal to SM Line office
Discussions are ongoing with the relevant stakeholders involved on providing better understanding towards implements and adaptations of this new regulation.
